In a bizarre incident that has caught public attention, a residence certificate was issued in Bihar’s Banka district but not to a person. Surprisingly, the document was made in the name of a dog named Tommy, listing a human guardian and full address.The certificate, meant to confirm a person’s residential status, was issued through the official Jan Seva Kendra (public service centre). The entry listed “Tommy” as the applicant, along with proper identification details and a father’s name is raising serious questions about the authenticity and verification process of such official documents.

The matter came to light when locals noticed the oddity and posted it online. Soon, the news spread rapidly on social media, with many mocking the state’s bureaucratic system, while others expressed concern about the loopholes in government service delivery.Reacting to the matter, local officials admitted the mistake, calling it either a prank by a mischief-maker or an error by an unaware operator at the service centre. Authorities said the certificate has since been cancelled, and an inquiry has been ordered to find out how it happened.
